John McCann — last year’s GOP nominee — announced a second shot at the Democrat-held seat last Thursday afternoon. He made the announcement on Twitter:

McCann lost an underfunded challenge to incumbent Josh Gottheimer last fall, 56.2% to 42.5%.
NJ-05 is split fairly evenly between party registrants and was carried by Donald Trump in 2016; it’s also on the NRCC’s official 2020 target list.
