“My Stop Forced Organ Harvesting Act of 2025—passed the House this week 406 to 1—authorizes civil penalties up to $250,000 and criminal penalties including a fine of up to $1 million and imprisonment for not more than 20 years or both…”
Every year, under Xi Jinping and his Chinese Communist Party, tens of thousands of young women and men—average age 28—are murdered in cold blood to steal their internal organs for profit or to be transplanted into communist party members and leaders.
These crimes against humanity are unimaginably cruel and painful. Between 2 to 6 internal organs per victim are extracted. It is murder masquerading as medicine.
Ethnic groups targeted include Uyghurs who suffer from Xi Jinping’s ongoing genocide and the Falun Gong, whose peaceful meditation and exercise practices and exceptional good health make their organs highly desirable.
This week—May 7th—the House of passed 406 to 1, my Stop Forced Organ Harvesting Act of 2025 to combat and criminalize this egregious human rights abuse.
It amends the Foreign Assistance Act of 1961 to require the imposition of serious sanctions on any person the President determines funds, sponsors or otherwise facilitates forced organ harvesting or trafficking for purposes of the removal of organs.
My legislation authorizes civil penalties up to $250,000 and criminal penalties including a fine of up to $1 million and imprisonment for not more than 20 years or both. it requires comprehensive reports on forced organ harvesting and trafficking in persons for purposes of the removal of organs in foreign countries, including and especially in China.
Sanctions also include blocking and prohibiting all transactions in property and interests in property and making such persons inadmissible to the United States and ineligible to receive a visa.
Over the years I have chaired several hearings on this barbaric abuse and two years ago—on March 27th—the House passed my Forced Organ Harvesting Act of 2023 by 413 to 2.
Like many other House-passed bills, however, it died in the Senate. I respectfully appeal to the Senate to pass it this time.
In June of 1998—twenty-seven years ago—I chaired my first hearing on forced organ harvesting in China. A Chinese security officer who testified that he and other security agents were executing patients with the doctors right there with ambulances ready to harvest their organs after the bullets were fired.
At one hearing in September of 2015, Ethan Gutmann—author of ‘‘THE SLAUGHTER: MASS KILLINGS, ORGAN HARVESTING, AND CHINA’S SECRET SOLUTION TO ITS DISSIDENT PROBLEM—said:
“In 1994, the first live organ harvest of death-row prisoners was performed on the execution grounds of Xinjiang, in northwest China. In 1997, following the Ghulja massacre, the first political prisoners, Uyghur activists, were harvested on behalf of high-ranking Chinese Communist Party cadres. In 1999, Chinese State Security launched its largest action of scale since the Cultural Revolution: the eradication of Falun Gong. In 2000, hospitals across China began ramping up their facilities to what would become an unprecedented explosion in China’s transplant activity…Chinese military hospitals were unambiguously targeting select Falun Gong prisoners for organ harvesting. By 2003, the first Tibetans were being targeted as well. By the end of 2005, China’s transplant apparatus had increased so dramatically that a tissue-matched organ could be located within two weeks for any foreign organ tourist with cash on hand…”
Ethan Gutmann today says that Prisoners in XUAR are being harvested at a rate that translates annually into “25,000 to 50,000” victimized Uyghurs, Kazakhs and other central Asians…Since 2018 to 2024, assuming the lower estimates of 25,000 harvests per year, that would mean 175,000 victims have been murdered for their organs.
At another hearing “Forced Organ Harvesting in China: Examining the Evidence.” we heard expert testimony from Sir Geoffrey Nice who conducted the world’s first independent legal analysis of forced organ harvesting from prisoners of conscience in China.
Sir Geoffrey Nice said, “Forced organ harvesting has been committed for years throughout China on a significant scale…”
He said the Falun Gong and the Uyghurs in the PRC each qualify as a “group” for purposes of the crime of genocide.
Robert Destro, the former Assistant Secretary of State for Democracy, Human Rights, and Labor testified that, “The size and scope of the organ harvesting and organ trafficking market are staggering.”
We also know through open-source Chinese language media that elderly, high-ranking Chinese Communist Party officials have received replacement organs from the very people they despise, like the Falun Gong and the Uyghurs. There is one hospital—Army Hospital 301 in Beijing is notorious for this abuse..

We must act—and we must act decisively.
