Confirmed: Deal to “cap” Horizon’s reserves scheduled for Midnight voting session

Legislators are currently en route to Trenton for a rare Midnight voting session, Save Jerseyans, running on fumes, caffeine and energy drinks. 

There is indeed a deal between the two warring Democrat factions. 

The general gist? “They’re going to cap Horizon’s reserves; excess revenues will be returned to the ratepayers,” one legislator explained to Save Jersey. There will NOT, we’re told, be a new drug treatment fund, a development which would unambiguously represent a blow to the Governor.
